1. France (about 100 million tourists)
No one has taken the top spot from it in more than thirty years. France stacks up three rare advantages: a position on the route between northern and southern Europe, a density of recognised sites running from Paris to Provence, and a country compact enough to cross in a few hours.
One caveat about the number. Many of those visitors are only passing through on their way to Spain or Italy. Measured by tourism revenue, France falls behind the United States and Spain.
2. Spain (about 85 million)
Sun, coastline, and hotel infrastructure built over sixty years. The Balearics and the Canaries alone draw more visitors than most countries in this ranking.
3. United States (about 66 million)
First in the world for tourism revenue, and far ahead on spending per visitor. Distance and visa costs hold down the number of arrivals, but those who come stay longer and spend more.
4. Italy (about 57 million)
Rome, Venice, Florence: few countries line up so many cities that are a destination in their own right. Italy also holds the largest number of Unesco World Heritage sites.
5. Turkey (about 55 million)
The fastest climb in the ranking. Istanbul, the Aegean coast and aggressive pricing have multiplied arrivals over twenty years.
6. Mexico (about 42 million)
Driven by proximity to the United States and by Cancún, but also by a pre-Hispanic heritage drawing a growing cultural tourism.
7. United Kingdom (about 38 million)
London accounts for most of it. The city is one of the three most visited on the planet, alongside Paris and Bangkok.
8. Germany (about 35 million)
A case apart: a large share of its visitors come for business. The trade fairs of Frankfurt, Munich and Berlin weigh as much as leisure tourism.
9. Greece (about 33 million)
Roughly 6,000 islands, of which about 200 are inhabited. Greece receives three times more tourists than residents each year, one of the highest ratios in the world.
10. Austria (about 32 million)
The Alps in winter, Vienna and Salzburg the rest of the year. With 9 million inhabitants, Austria has more visitors per resident than any country here except Greece.

Seven of the ten are in Europe. Why the ranking barely moves
Three reasons.
Infrastructure matters more than fashion. Airports, hotels and rail lines take decades to build. A country does not enter the top ten in five years.
Geography rules. The most visited countries are almost all surrounded by wealthy neighbours who travel. That is Europe’s structural advantage.
The figures count border crossings, not holidays. A visitor staying one night counts as much as one staying three weeks. That is why the revenue ranking, led by the United States, tells a different story.
